Chapter 1. General principles
1. Definitions
a. IASC2019 – The XVII Biennial Conference of the International Association of the Commons, organized on June 29-July 9, in Lima (Peru).
b. Organizers – The Pontifical Catholic University of Peru, having its registered seat in Lima (Peru), in association with the Universidad de Los Andes, having its registered seat in Bogotá (Colombia) and the International Association for the Study of the Commons, having its registered seat in Bloomington, Indiana (United States of America)
c. Seller – The International Association for the Study of the Commons, having its registered seat in Bloomington, Indiana (United States of America).
d. The registration system hereinafter referred to as the System – An Internet application, owned by International Association for the Study of the Commons, which enables the support of the registering process for participants of the Conference.
e. User – Every person that uses the System to register for the Conference.
f. Participant – Natural persons, who are 18 years old and have full capacity to perform acts in law, as well as legal persons and organizational units that do not have legal personality, but which are able to acquire rights and assume obligations in their own name, and which used the System to correctly register for the Conference, until July 5, 2019.
g. Bank account – Bank account of the Seller, used to collect the fees for participating in the Conference.
h. Signing of contract – It is the moment of posting the fee for participating in the Conference, at the bank account of the Seller. At this moment it is considered that the User has signed a purchase-sale agreement with the Seller, concerning the right to participate in the Conference. The acquiring of the right shall be confirmed by an email that confirms the registration.
i. Participation fee – The amount determined by the Organizer that must be paid by Participants, so as to confirm their participation in the Conference.
j. Payer – A paid Participant.
2. Additional provisions and information
a. The official conference website is https://2019.iasc-commons.org.
b. The scope of the System’s operation also includes a service that consists in the storing of User registrations in a database, and handling such registration, by the Organizer and/or Seller.
c. The technical requirements regarding the use of the System are not much different from the technical requirements concerning the use of the Internet. The User must have a computer with Internet access, as well as software that enables viewing of its contents. It is recommended to use the following browsers: Firefox or Safari.
d. The provisions contained in these Regulations constitute an integral part of applying for participation in the Conference and are applicable to all Participants.
Chapter 2. Terms and conditions of participation:
1. To participate in the Conference Participants must:
a. Register for the Conference, which can be done exclusively via an online form available at the Conference’s website; and
b. Pay the conference fee, as defined by the Organizers under Art. 3 hereunder.
2. The Organizers reserve a right to modify the list of speakers and/or the agenda for reasons beyond its control. The Organizers shall not be held liable in any way for damages vis-à-vis the Participants in such an event.
3. The Organizers reserve a right to alter the Conference date for reasons beyond its control. In such an event, Participants shall have a right to cancel their participation free of charge. The Organizers shall not be responsible for covering any additional expenses of the Participants made in association with the Conference.
4. The number of Conference places is limited. Participants will be enlisted on the first come first serve basis.
Chapter 3. Online Conference registration
1. Participants can only register for the Conference via an on-line form available at the address https://2019.iasc-commons.org/registration
2. The Conference shall be open for registration from February 18, 2019, until the last available place has been booked, but in any case no longer than until July 5, 2019.
3. During their registration process, participants must fill all fields marked (*).
4. Participants thereby guarantee that all the details filled in are correct.
5.When the registration form has been filled in and the data confirmed the system sends a message to the email address provided in the form, thus confirming the registration. Paid Participants receive a pro forma invoice alongside the confirming email message.
6. Participation in the Conference shall be paid and shall include access to and participation in the conference sessions, policy meetings, IASC membership meetings, as well as the opening and closing events. A conference program, conference package, and certificate of participation will also be included and handed out at the venue at registration. Coffee, tea, and lunches are included for July 1, 2, 3, and 5; on July 4, these are not included because of the field trips on that date.
Chapter 4. Settlement
1. The Conference fee will be income-dependent; an overview of the conference fees is available at https://2019.iasc-commons.org/product/conference-participation-fee. Early Bird rates will apply until and including March 31, 2019, for April 1, 2019, regular rates will apply. All fees are exempt from VAT.
2. The Seller provides for the following types of settlement:
a. Using credit cards, or a “quick transfer”, available via the Stripe and PayPal payment platforms integrated with the registration system.
b.Payment to the Bank account of the Seller, based on a pro forma invoice, sent electronically, to the email address of the Participant specified in the registering form.
3. The Payer shall receive a confirmation of the registration, sent electronically to the email address specified during registration, immediately after completing payment via the Stripe or PayPal payment platform, or within 10 working days from posting a fee on the bank account of the Seller.
4. The deadline for paying pro forma invoices attached to the email messages will be mentioned on the invoice.
5. The Seller reserves the right to demand from the Participant a confirmation of the fee transfer to be sent via email.
6. When buying participation in the Conference, for the benefit of a third party, the Payer confirms that they have been authorized by such party to issue all the necessary declarations, as required to meet the requirements set forth herein. The person registering for the Conference and accepting its terms and conditions thus declares to be duly authorized to make financial commitments towards the Conference Organizers on pain of civil liability, including for damages, for lack or abuse of power.
7. When resigning from participating in the Conference, send a request for reimbursement of the cost of the Participation fee to iasc@iasc-commons.org. The Seller reserves the right to reject such request after June 1, 2019
8. Should such a request be granted, the Seller shall return the fee, less the costs of returning the fee in the cheapest available manner, within 14 days of sending the request to the Seller.
9.In the case that the User or a person that is not a registered User of the System transfer any amount of money to the bank account of the Seller, which does not correspond to the completed registration, the Seller shall return such payment, less the costs of returning the fee in the cheapest available manner, within 14 days of sending to the Seller the request for refunding the unduly paid amount.
Chapter 5. Permission to use image
1. During the Conference, the Organizers may arrange photo sessions and may film the course of the Conference for the purposes of broadcasting in the media (TV, radio, Internet, press) or for the purposes of documentation, marketing, or advertising for the Organizers or other parties named by the Organizers. By participating in the Conference Participants give their implicit permission for the recording, use and/or dissemination by the Organizers, parties related to it of each Participant’s image, voice, expression in any promotional and marketing materials without limitation of time or territory.
2. This permission means specifically that photo, video and audio recordings taken during he Conference may be placed on the Conference website or another website managed by the Organizers, as well as used in marketing materials, including by dissemination in audio or video formats. The Participants hereby weave any claims (existing or future), including for compensation from the Organizers for such use of their image, voice or expression for the purposes defined hereunder.
Chapter 6. Final provisions
1. The Organizers shall act as the administrator of personal data of the Participants and Payers.
2. The Organizers have entrusted the processing of personal data of the Participants and Payers to the Seller for the purposes of the financial settlement of Conference participation.
3. Personal data of the Participants collected by the Organizer from the Conference participation form shall be processed for the Conference organization purposes in accordance with the Regulations.
4. Without their knowledge and consent, personal data of the Participant of the Conference or the Payer shall not be transferred to any other data administrators.
5. The disclosure of personal data shall be voluntary and the Participants and Payers have a right to access and modify their personal data.
6. The Organizer reserves the right to use the email address specified when registering for the Conference to make send notifications to participants of the Conference, including about changes in the Conference program or the Regulations.
7. The Participants are required to observe the regulations document applicable at the venue of the Conference, including especially principles of general safety, fire safety, and security.
8. During the Conference, the Participants shall follow any housekeeping instructions that may be given by the Organizers and in particular shall refrain from the recording of the keynote speech (in audio, video and photo formats, or any combination thereof).
9. Should a Participant be found to be in breach of the Conference Regulations, the Organizers shall have a right to refuse the Participant the right to participate in the Conference and request him or her to leave the Conference site or venue.
10. The Conference has a limited number of places for participants. The Organizers reserve the right to reject registration requests when the limit is reached.
11. The Organizers reserve the right to make changes in the Regulations. Upon an announcement by the Organizers of any changes to the Regulations, each Participant registered for the Conference should immediately read such changes. Participants who do not accept any of the changes should notify of their position to the Organizers in writing via electronic channels at conference@iasc2019.org. The notification should reach the Organizers within 14 days from the entering into force of such changed Regulations in the failure of which the Organizers shall regard the changed Regulations to have been fully accepted by the Participants.
12. The Organizers can be contacted via electronic mail at conference@iasc2019.org.
13. Any disputes arising in relation to the Conference participation shall be decided by courts with jurisdiction for the Organizers.
14. The Organizers shall not be liable whatsoever for the Participants’ property that may be lost, destroyed or stolen during the Conference.
15. The Participants shall be fully liable for any damage they cause both in the venues involved in any Conference activities and in their accommodation.
16.By registering, Participants accept these Regulations.

1.Definiciones
a.IASC2019 – La XVII Conferencia Bienal de la Asociación Internacional de los Comunes, organizada del 29 de junio al 9 de julio, en Lima (Perú).
b.Organizadores: la Pontificia Universidad Católica del Perú, que tiene su sede ubicada en Lima (Perú), en asociación con la Universidad de los Andes, que tiene su sede en Bogotá (Colombia) y la Asociación Internacional para el Estudio de los Comunes, Teniendo su ubicación registrada en Bloomington, Indiana (Estados Unidos de América)
c.Auspiciador – La Asociación Internacional para el Estudio de los Comunes, que tiene su sede registrada en Bloomington, Indiana (Estados Unidos de América).
d.Sistema de registro, en lo sucesivo denominado Sistema – Una aplicación de Internet, propiedad de la Asociación Internacional para el Estudio de los Comunes, que permite el apoyo del proceso de registro para los participantes de la Conferencia.
e.Usuario: toda persona que utiliza el sistema para registrarse en la conferencia.
f.Participante: personas naturales, que tienen 18 años de edad y tienen plena capacidad para realizar actos legales, así como personas jurídicas y unidades organizativas que no tienen personalidad jurídica, pero que pueden adquirir derechos y asumir obligaciones en su propio nombre. y que utilizó el Sistema para registrarse correctamente para la Conferencia, hasta el 5 de julio de 2019.
g.Cuenta bancaria: cuenta bancaria del vendedor, utilizada para cobrar las tarifas por participar en la Conferencia.
h.Firma del contrato: es el momento de publicación de la tarifa por participar en la Conferencia, en la cuenta bancaria del Vendedor. En este momento, se considera que el Usuario ha firmado un acuerdo de compra-venta con el Vendedor, en relación con el derecho a participar en la Conferencia. La adquisición del derecho se confirmará mediante un correo electrónico que confirme el registro.
i.Cuota de participación: la cantidad determinada por el Organizador que debe ser pagada por los Participantes para confirmar su participación en la Conferencia.
j.Pagador – Un participante pagado.

b.El alcance de la operación del Sistema también incluye un servicio que consiste en el almacenamiento de registros de Usuarios en una base de datos y el manejo por parte del Organizador y / o el Vendedor de dicho registro.
c.Los requisitos técnicos relacionados con el uso del Sistema no son muy diferentes de los requisitos técnicos relacionados con el uso de Internet. El usuario debe tener una computadora con acceso a Internet, así como un software que permita ver su contenido. Se recomienda utilizar los siguientes navegadores: Firefox o Safari.
d.Las disposiciones contenidas en este Reglamento forman parte integral de la solicitud de participación en la Conferencia y son aplicables a todos los Participantes.
Capítulo 2. Términos y condiciones de participación:
1. Para participar en la Conferencia los participantes deberán:
a. Registrarse para la Conferencia, que puede hacerse exclusivamente a través de un formulario en línea disponible en el sitio web de la Conferencia; y
b. Pagar la tarifa de la Conferencia, según lo definido por los Organizadores en virtud del art. 3 a continuación.
2.Los organizadores se reservan el derecho de modificar la lista de oradores y / o la agenda por razones fuera de su control. Los Organizadores no serán responsables en modo alguno por daños y perjuicios de y hacia a los Participantes en dicho evento.
3.Los Organizadores se reservan el derecho de alterar la fecha de la Conferencia por razones fuera de su control. En tal caso, los Participantes tendrán derecho a cancelar su participación de forma gratuita. Los Organizadores no serán responsables de cubrir los gastos adicionales de los Participantes realizados en asociación con la Conferencia.
4.El número de vacantes para la Conferencia es limitado. Los participantes se registrarán en orden de llegada.
Capítulo 3. Registro de la conferencia en línea.
1. Los participantes sólo pueden registrarse en la Conferencia a través de un formulario en línea disponible en la dirección https://2019.iasc-commons.org/registration
2. La Conferencia estará abierta para inscripción desde el 18 de febrero de 2019 hasta que se haya reservado el último lugar disponible, pero en cualquier caso no más de hasta el 5 de julio de 2019.
3.Durante su proceso de registro, los participantes deben completar todos los campos marcados (*).
4. Los participantes garantizan así que todos los detalles completados son correctos.
5. Cuando el formulario de registro se haya completado y los datos confirmados, el sistema enviará un mensaje a la dirección de correo electrónico que se proporciona en el formulario, confirmando así el registro. Los participantes pagados reciben una proforma junto con el mensaje de correo electrónico de confirmación.
6. La participación en la Conferencia se pagará e incluirá el acceso y la participación en las sesiones de la conferencia, las reuniones de políticas, la reunión de miembros del IASC, así como los eventos de apertura y cierre. Un programa de la conferencia, un paquete de la conferencia y un certificado de participación también se incluirán y entregarán en el lugar de la inscripción. Café, té y almuerzos están incluidos para el 1, 2, 3 y 5 de julio; el 4 de julio, estos no se incluyen debido a las excursiones en esa fecha.
Capítulo 4. Liquidación
1. La cuota de la Conferencia dependerá de los ingresos; un resumen de las tarifas de la conferencia está disponible en https://2019.iasc-commons.org/product/conference-participation-fee. Las tarifas de inscripción anticipada se aplicarán hasta el 31 de marzo de 2019 inclusive, desde el 1 de abril de 2019, se aplicarán las tarifas regulares. Todas las tarifas están exentas del IVA.
2.El Vendedor prevé los siguientes tipos de liquidación:
a.Utilizando tarjetas de crédito, o una “transferencia rápida”, disponible a través de las plataformas de pago Stripe y PayPal integradas con el sistema de registro.
b. Pago a la cuenta bancaria del Vendedor, en base a una proforma, enviada electrónicamente, a la dirección de correo electrónico del Participante especificada en el formulario de registro.
3.El Pagador recibirá una confirmación del registro, enviada electrónicamente a la dirección de correo electrónico especificada durante el registro, inmediatamente después de completar el pago a través de la plataforma de pago Stripe o PayPal, o dentro de los 10 días hábiles posteriores a la publicación de una tarifa en la cuenta bancaria del Vendedor.
- La fecha límite para pagar las facturas pro forma adjuntas a los mensajes de correo electrónico se mencionará en la factura.
5.El Vendedor se reserva el derecho de solicitar al Participante una confirmación de la transferencia de la tarifa que se enviará por correo electrónico.
6. Al comprar la participación en la Conferencia, en beneficio de un tercero, el Pagador confirma que ha sido autorizada por dicha parte para emitir todas las declaraciones necesarias, según se requiera para cumplir con los requisitos establecidos en este documento. La persona que se inscribe en la Conferencia y acepta sus términos y condiciones, por lo tanto, declara estar debidamente autorizada para asumir compromisos financieros con los Organizadores de la Conferencia bajo pena de responsabilidad civil, incluidos daños y perjuicios, por falta o abuso de poder. - Al renunciar a participar en la Conferencia, envíe una solicitud de reembolso del costo de la cuota de Participación a iasc@iasc-commons.org. El Vendedor se reserva el derecho de rechazar dicha solicitud después del 1 de junio de 2019.
8. En caso de que se otorgue dicha solicitud, el Vendedor deberá devolver la tarifa, menos los costos administrativos, dentro de los 14 días posteriores al envío de la solicitud al Vendedor.
9. En el caso de que el Usuario o una persona que no sea un Usuario registrado del Sistema transfiera cualquier cantidad de dinero a la cuenta bancaria del Vendedor, que no corresponda al registro completado, el Vendedor devolverá dicho pago, menos los costos de devolver la tarifa de la manera eficiente disponible, dentro de los 14 días de haber enviado al Vendedor la solicitud de reembolso del monto pagado indebidamente.
Capítulo 5. Permiso para usar imagen.
1. Durante la Conferencia, los Organizadores pueden organizar sesiones fotográficas y filmar el curso de la Conferencia con el fin de difundir en los medios de comunicación (TV, radio, Internet, prensa) o con fines de documentación, marketing o publicidad para los Organizadores u otras partes nombradas por los Organizadores. Al participar en la Conferencia, los Participantes dan su permiso implícito para la grabación, uso y/o difusión por parte de los Organizadores, las partes relacionadas con la imagen, voz y expresión de cada Participante en cualquier material promocional y de marketing sin limitación de tiempo o territorio.
2. Este permiso significa específicamente que las grabaciones de fotos, videos y audio tomadas durante la Conferencia se pueden colocar en el sitio web de la Conferencia u otro sitio web administrado por los Organizadores, así como en materiales de marketing, incluso mediante la difusión en formatos de audio o video. Por la presente, los Participantes renuncian a cualquier reclamación (existente o futura), incluida la compensación de los Organizadores por el uso de su imagen, voz o expresión para los fines definidos a continuación.
Capítulo 6. Disposiciones finales.
1. Los Organizadores actuarán como administradores de los datos personales de los Participantes y Pagadores.
2. Los Organizadores resguardan el procesamiento de los datos personales de los Participantes y Pagadores al Vendedor para el acuerdo financiero de la participación en la Conferencia.
3. Los datos personales del Participante recopilados por el Organizador del formulario de participación en la Conferencia se procesarán para los fines de la Organización de la Conferencia de conformidad con el Reglamento.
- Sin su conocimiento y consentimiento, los datos personales del Participante de la Conferencia o del Pagador no se transferirán a ningún otro administrador de datos.
5. La divulgación de datos personales será voluntaria y los Participantes y los Pagadores tienen derecho a acceder y modificar sus datos personales.
6.El Organizador se reserva el derecho de utilizar la dirección de correo electrónico especificada al registrarse en la Conferencia para enviar notificaciones a los Participantes de la Conferencia, incluso sobre los cambios en el programa de la Conferencia o en el Reglamento.
7. Los participantes deben observar el documento de reglamentación aplicable en el lugar de la Conferencia, incluidos especialmente los principios de seguridad general, seguridad contra incendios y seguridad. - Durante la Conferencia, los Participantes seguirán todas las instrucciones de mantenimiento que puedan dar los Organizadores y, en particular, se abstendrán de grabar el discurso de apertura (en formatos de audio, video y foto, o cualquier combinación de estos).
9. Si se descubre que un Participante infringe el Reglamento de la Conferencia, los Organizadores tendrán el derecho de rechazar al Participante el derecho de participar en la Conferencia y solicitarle que abandone el lugar o el lugar de la Conferencia.
10. La Conferencia tiene un número limitado de lugares para los participantes. Los Organizadores se reservan el derecho de rechazar solicitudes de registro cuando se alcanza el límite.
11.Los organizadores se reservan el derecho de realizar cambios en el Reglamento. Luego de que los Organizadores anuncien cualquier cambio en el Reglamento, cada Participante registrado para la Conferencia debe leer inmediatamente dichos cambios. Los participantes que no acepten ninguno de los cambios deben notificar su posición a los Organizadores por escrito a través de los canales electrónicos en conference@iasc2019.org. La notificación debe llegar a los Organizadores dentro de los 14 días a partir de la entrada en vigor de dichos Reglamentos modificados, en caso de que los Organizadores consideren que los Reglamentos modificados han sido aceptados en su totalidad por los Participantes.

13. Cualquier disputa que surja en la Conferencia será resuelta por los tribunales con jurisdicción para los Organizadores.
14.Los organizadores no serán responsables en absoluto de los bienes de los Participantes que puedan perderse, destruirse o robarse durante la Conferencia.
15. Los Participantes serán totalmente responsables por cualquier daño que causen tanto en los lugares involucrados en las actividades de la Conferencia como en su alojamiento.
16. Al inscribirse, los Participantes aceptan este Reglamento.
